This article was developed from experiences experienced by the authors and was used to identify and describe articulately the circumstances that involve the decision-making activity in institutions that work with the function of solving and deciding on the outbreak of an incident, or a crisis. Preliminary conclusions are presented on the question of whether more time should be invested for education and training in the training of these professionals, focusing on decision-making, than, truly, in the awkward attempt to memorize a series of protocols and regulations, which at a decisive moment will be left aside.
