This article aims to analyze the multilevel assessment model in the light of the epistemologies of assessment of learning and the guidelines of the UCR Model, in order to propose an assessment model that promotes individual learning and the transfer of learning to work practice, the performance and competence assessment of teachers and the implementation of educational actions, as well as the scope and impact of results on organizational development. This is a theoretical-empirical research with a qualitative approach, which promotes a subjective dialogue between the guidelines of the UCR model and the evaluation epistemologies identified in the literature. This study advances to the multi-level assessment models, applying and validating the Model in the corporate education system of the Federal Highway Police, a complex public organization.
