Abstract

The process of Evolution of the police system is deeply linked to Brazilian social dynamics, experiencing a continuous improvement process, with the General Police and Court Intendency established on May 10, 1808 as the official milestone for the creation  of the police. Royal Family for Brazil, the process of iserting the police into the Brazilian legal text gradually took place, specially the military police, culminating in their inclusion of the military police inthe Magna Carta. In 1988, with the prmulgation of the Federal Constitution, public security receives special attention and the Military Police are assigned new duties that bring a deep expansion of their mission. For the production of the present work, a bibliographic research was carried out, which proved to be imperative in order to understand the attributions of the Military Police described in the Federal Cosntitution of 1988, showing that the Military Police still do not fully fulfill their constitutional mission.

Possui graduação em Direito pelo Centro Universitário das Faculdades Metropolitanas Unidas (1992), graduação em Ciências Policiais de Segurança e Ordem Pública pela Academia de Polícia Militar do Barro Branco (1988), mestrado em Direito pela Pontifícia Universidade Católica de São Paulo (2002) e doutorado em Ciências Policiais e de Segurança Pública pelo Centro de Altos Estudos de Segurança Cel PM Nelson Freire Terra´ (2012). Atualmente é Professor da Academia de Polícia Militar do Barro Branco no Programa de Doutorado e Mestrado em Ciências Policias de Segurança e da Ordem Pública. Foi Professor do Centro Universitário das Faculdades Metropolitanas Unidas. É Professor Convidado da Pós-graduação de Direito Processual Penal da Universidade Municipal em São Caetano. É Coronel da Reserva Remunerada da Polícia Militar do Estado de São Paulo. Foi Diretor de Finanças e Patrimônio da Polícia Militar do Estado de São Paulo. Tem experiência na área de Administração, com ênfase em Contabilidade e Finanças Públicas. Foi Presidente do Conselho Fiscal da autarquia São Paulo Previdência. É Advogado da Fundação Padre Anchieta - TV Cultura.
